First of all, download doesn't seem to be the right word.

However, try to import a svg the following way:

1. Open GIMP and create a new file.
2. Open the menu Dialogues => Paths. 
3. Right-click it and chose Import Path. You will be asked whether you want to rasterize the vector image of your choice.
