GIMP still not allowing me to edit an image

Hi,

I've just installed GIMP 2.66 on XP SP3.  I open a one-layer image which I want to edit but GIMP won't let me use any of the tools on the image.

I've read the manual on how to get unstuck and the suggestions neither apply to my image or I've tried it and it hasn't made a difference.

Is there and expert out there who might know what's happening?
