This is because the layer named Background originally doesn't contain
an Alpha Channel, which is responsible in saying that this layer has
a transparent portion that will be seen when you move the layer, so
without it, you can't move the layer due to that locking mechanism.
To solve this problem, you must add an Alpha Channel (right click >
Add Alpha Channel) to the layer named "Background" which, you'll
notice, is in bold font, then after applying the Alpha Channel, the
bold font becomes a normal font.
Then that's it, you can now move the background layer, or even move
it on the stack of layers (which is impossible before you've done the
method). But of course, moving the Background Layer without any
opaque layer below it will leave the left part a transparent one.
