Make sure you have the Layer dialog open (file->dialogs->layers). Near
the top of the layer window is a Mode box and an Opacity slider. The
slider controls the transparency of the selected layer and the mode drop
down list lets you control the layer mode which you likely want to play
with to see what each mode does.
