Re: why cant i drag the "Background" layer

I would duplicate the layer named "Background" and then delete the
orignal(use buttons at the bottom of the layer panel). The layer
that's left after this can be raised. I think one of the reasons you
can't raise the bg layer is that it has no transparency (alpha
channel) ,but you can add it by right-clicking the layer.
