If you want to start a new translation for your language, you have to add "cz" to the gimp-help-2/configure.ac file, line 60. Then, run ./autogen.sh --without-gimp ALL_LINGUAS="cz en" (you can add other languages if you want). Then make po-cz, and you will get your PO files with all strings untranslated.
