autogen.sh (more exactly: configure) uses your PATH environment 
variable to find an xml2po binary. If xml2po is not found, XML2PO is 
empty.

You can specify XML2PO when calling autogen.sh:
	./autogen.sh ... XML2PO=/abs/path/to/.../tools/xml2po
