That's weird, because IMHO there is no no.xml create if make validate
fails ...

Actually make does not look for "something", the only command it's
executing is:

    xsltproc --xinclude --stringparam profile.lang no stylesheets/profile.xsl xml/no.xml

to profile the XML into Norwegian only DocBook/XML.
