I don't know for sure but I guess that related paragraph will stay close 
each other in the resulting po file so understanding the context should 
be possible.

You can surely use PoEdit, or a bare text editor, to edit po files but I 
am afraid that you will need to have a gnu toolchain to actually build 
the manual (get html out of the english original and translated po file).
