Hi all,

Thanks to all who contributed to 0.3.0, especially to Luciano and Guochun for recent testing, to Brian for doing the posting work, and to Stan and Dominik for development work.

Unfortunately, I was not able to learn enough about the panics in blklist.c to fix them.  I updated the release notes to add a note of caution, and will continue to look into blklist.c.
