That isn't true. Where are you getting your information from? The same
license applies to everyone. It is free for single-user use and multi-user
open-logging. You only have to pay if you have multiple-users and you
want to keep your changelogs private. If you go to their projects page
you'll see that here are dozens of small OSS projects using it.
