Red Hat handles that via a third party and there seems to limited input/interest there to expand it. Even if was expanded, there is no way to earmark the profits if any to be allotted for Fedora Project expenses. In the absence of a separate legal entity such as a non-profit foundation, we don't have much flexibility in this matter.
