Make sure to always do a 'cvs update' before working on things, including the common directory. In your case, you need to use the force tag option, like this: make tag TAG_OPTS=-F
This error also occurs when using cvs-import.sh --branch -- fedora-extras-list mailing list fedora-extras-list@xxxxxxxxxx https://www.redhat.com/mailman/listinfo/fedora-extras-list
