Help with Publican metatags

Hi,

 This is from Fedora System Administrator's Guide → 
Configuring_the_Language_and_Keyboard [1] :

 <primary><application>Region and Language</application></primary> 
<secondary>language configuration</secondary>

Where can I read about metatags in Publican ? I can't decide to translate 
"Region and Language" and "language configuration" or not and where this 
appears in the doc.fpo [2].
