The culprit for the gnome problem seems to be a bug in gnome-desktop 
triggered by the xrandr plugin in gnome-settings-daemon. I filed a bug with 
the details here: https://bugzilla.redhat.com/show_bug.cgi?id=461217

Still trying to figure out the runlevel 3 terminal keyboard layout 
weirdness though.
