Thank you for the testing.
I can compile makedumpfile on RHEL5, and these header files are included
in the following:

gelf.h           : elfutils-libelf-devel-0.124-1.el5
libelf.h         : elfutils-libelf-devel-0.124-1.el5
elfutils/libdw.h : elfutils-devel-0.124-1.el5
dwarf.h          : elfutils-devel-0.124-1.el5

What linux destribution do you use ?
