Certainly, it is not the enlarger that produces the print, at least in B&W.
The quality of the print in both black & white and color is dependent first
and foremost on the quality of the lens and not the enlarger and secondly on
the type of light source.  I think the comparison between enlargers and
inkjet printers is stretching it a bit.  If one is going to compare maybe it
should be the inkjet against the whole darkroom process or the inject
printer against an automated photographic print printer.  In point of fact
no inkjet will give you photographic quality in that photographs are
continuous tone while inkjets are dithered or halftoned.  Having said that,
we all need to specify what we define as the distinguishing characteristics
of photographs that we are using to define photo quality; otherwise we may
very well be comparing apples and oranges while talking past one another.

I did not realize you own a 3000.

The 3000 is quite capable of giving you photo quality prints. I print
them all the time. I have printed several hundred prints with a 3000.
These have been both color and black and white prints. I have also
printed several hundred thousand prints with enlargers. The 3000 is
quite capable of holding its own in the matter of photo prints. Sure
there are other printers out there that will give you a better print
just as there are enlargers that will produce better photo prints.
