Tony: There are two separate issues regarding value of the goods for customs purposes. One is duty and the other is VAT. VAT is charged strictly on the selling price, but if one tries to play games by faking a low selling price, they have ways to deal with this. Duty is paid on the value of the actual goods. I believe the value of the goods for duty purposes is the cost of the materials that make up the goods, i.e., the media & ink.
