Windows SE

I would appreciate some help on Windows SE.

I have Windows 98 installed , and have 'freshened up' by adding the various
(free) Microsoft Service Packs and patches.  I believe, however, that this
does not include all the 'goodies' in SE.

Do I need to upgrade to SE to obtain the 'corrections to bugs in color
management' mentioned on this list?

I am not sure whether to buy SE now, or wait for Windows Millenium (PROMISED
early next year).
