The URL in question is reached easily from 
my ISP, via Microsoft Internet Explorer Version 3.  
Versions of IE newer than that are not welcome 
on my computer.  Most often, I use Netscape
Communicator 4.5.

Quite likely, the problem(s) reported have
much more to do with the server for that URL, 
or internet traffic patterns, than with the 
user's choice of web browser.

However, the use/non-use of AOL could well be
an issue... AOL is an ISP like no other.
