If that is the real issue here rather than the ethics of filching, it is
obvious from the responses that no one has the answer, only wishes for what
the law or rules should be.  I was hoping to see a response from a lawyer
whose area of practice has covered intellectual property.

But even if we did have such a response it would not be definitive as
lawyers frequently differ on interpretation of the law - and that's what
makes law suits.
