I've read here (but don't know for sure) that whatever photo you send it is
scanned and the print on your passport is from the scan the INS does. I
suspect that at some point the INS scan will be available to immigration
officers who check your passport when you enter the USA, though this wasn't
on the computer screen the last time I used my passport to reenter the USA.
BTW, my Epson print was also accepted for use in my passport.
