Hi Bob

May be your installation lacks Tcl.  Try from cygwin bash prompt

  tclsh "${ECOS_REPOSITORY}"/ecosadmin.tcl list

if this works, then

  tclsh "${ECOS_REPOSITORY}"/ecosadmin.tcl add foo.epk
