I didn't change the way that tuner worked, the offset is effectively the
same as it was before.

The offset is less than the tuning step size of 500 kHz, so it's still
using an IF of zero.  Adding the extra 249 just changes the way the
rounding is done.  It makes it round up, instead of to the nearest integer.
I don't know why this tuner wants to round up, but that's the way it was
and I didn't change it.
