Listening is easy. Basically any MP3 player except for madplay should do the job.
As for sending a stream, this depends what you want to do. If you just want to send audio from your soundcard, I use darkice (http://darkice.sourceforge.net) for this. If you want to send pre-recorded audio, look at Ices 0.x at http://www.icecast.org/ices.php or ezstream at http://www.icecast.org/ezstream.php depending on your needs.
