Is this correct?  60 channels (assuming an E1 connection, not a T1) 
between 900 extensions means only 1 in 15 people can be on the phone at 
once - which is a pretty low ratio.

If this is indeed correct and you aren't using VoIP trunks to provide 
additional channels, then with a reasonably powerful machine, this 
should be possible, particularly if the phones are configured to use the 
same codec that your PRI line uses (either G711a or G711u)
