I don't know about 1.8.13 but it did work with 1.8.11. Just manually apply the patch if it does not apply automagically.

@Patrick, are you using which AMR source, will you please provide me link, I also tried with 1.8.11 but didn't found success.

I am using sourceforge one  http://sourceforge.net/projects/aterisk-amr/files/
