I confess that I had already generated sip accounts but I just delete them. it remains in the dialplan a2billing and RateCard I created ..
 Please can you tell me how to complete the setup?

Either wrong permissions (apache cant write to file), or you havent switched from realtime config (it doesnt generate sip files in that mode).

OR - have you pressed the "Generate additional SIP config" button?
