priorityjumping - asterisk 1.8

I'm trying asterisk 1.8 (coming from 1.4) and it seems to me "priorityjumping" is not working.

In extension.conf I have:
priorityjumping=yes

exten => 1,1,Dial(${FD_L1},25,jtrw)
 exten => 1,102,Dial(${FD_L2},20,trw)
 exten => 1,103,Voicemail(4)
 exten => 1,104,Hangup()
exten => 1,2,Voicemail(4)            ; Right to voicemail
exten => 1,3,Hangup()

When line one is busy and second call is coming IN it goes to voice mail.

Why isn't the call going to:
 exten => 1,102,Dial(${FD_L2},20,trw)
