cannot telnet from target board

Dear ALL,

I have cross compiled busybox for arm board.
I copied busybox on target board and created link as 

"ln busybox telnet"
"ln busybox telnetd"

I have also copied inetd.conf with telnet enabled in /etc.

When i execute "telnetd &" on arm board
and from linux system  telnet to arm board ,I am getting error as "connection refused by remote host".
can anyone help me to solve the problem.
