afaik there is no ARM specific version of the STL. you mainly have the
choice between the libstdc++ of the GNU project and uClibc++
(http://cxx.uclibc.org/). possibly the strip-down version you heard of
is uClibc++.
the c++ library should be part of your cross-compilation toolchain
