Yes.

Only if you want dynamic /dev entries. For example, I have USB ports so I
need a dynamic /dev to handle devices that the user might want to plug in
(like USB-serial, Bluetooth,etc)

If all your hardware is fixed then there isn't any need for udev but you
will have to statically create your /dev files.
