Where get QEMU disk image of ARM Linux that is ready to go?

I found some prebuilt QEMU disk images of ARM Linux but they lacked dev tools.

I tried following some docs to install Debian ARM Linux in QEMU but that
process was error prone.

Anyone have a full QEMU disk image of ARM Linux I can just boot up that has dev
tools like gcc and gdb?
