problem while configuring OpenSSH

Hello, 

I am trying to run ./configure to cross-compile OpenSSH for ARM. I am getting problem with libcrypto. 

when i try the command
./configure --host=arm-linux  --prefix=<path-to-target-folder>/openssh --with-zlib=/usr/local/arm/3.3/lib --with-ssl=/usr/local/arm/3.3/lib

it given error :

configure: error: *** Can't find recent OpenSSL libcrypto (see config.log for details) ***

when i refered to config.log, i got following error:
/usr/local/arm/3.3/lib/libcrypto.so: undefined reference to `__ctype_b_loc@xxxxxxxxx'
/usr/local/arm/3.3/lib/libcrypto.so: undefined reference to `__ctype_tolower_loc@xxxxxxxxx'
collect2: ld returned 1 exit status
configure:15872: $? = 1


I am not getting how to get rid of this hurdle. 
I'll appreciate if anyone can help me to solve this problem.
