It seems that the problem is fixed in 2.6.25. The patch can be found here: http://kerneltrap.org/mailarchive/linux-netdev/ 2008/1/11/560006 . The mii_bus:phy_addr is still shown to be 'ffffffff:00' in the boot output, but ethernet does actually work.
