Don't modify the Linux kernel Makefile, it's completely unnecessary.
Just set the make variables ARCH and CROSS_COMPILE correctly, either in
your environment, or on the make command line, like so:

make ARCH=arm CROSS_COMPILE=arm-linux- menuconfig
