Oh, no kidding. PROMISCUOUS mode is pointless on a device that sits behind the KS (or any other) switch. You'll never see unicast packets that aren't destined for that specific mac address because the KS won't forward them. You should see broadcast packets however. Only one of the IXP425 > receives it. According to the product brief[1], the KS8995X is a *switch and* not a *hub*. The kind of behaviour you see is completely normal for ethernet *switches*.
