TS-209 buttons and their key codes

The TS-209 defines these two buttons:

                .code           = KEY_RESTART,
                .desc           = "USB Copy Button",
and:
                .code           = KEY_POWER,
                .desc           = "Reset Button",

Is there a reason why "Reset Button" has the code KEY_POWER rather
than KEY_RESTART?  Also, KEY_RESTART seems a strange choice for a "USB
Copy Button".  KEY_COPY seems like a much better choice to me.
