OK, I bit the bullet and installed F33 ... this did the trick.  Both the 
touchpad and the USB mouse now work (both i386 and x86_64).  This also fixed 
the problem with USB 1.1 disks not working.

Obviously, everyones milage may vary but the F33 upgrade looks good.
