The Base group is always selected unless you use "%packages --nobase"
(see
https://fedoraproject.org/wiki/Anaconda/Kickstart#Chapter_3._Package_Selection).

The case-sensitive thing there is a little strange, but nothing to be
concerned about.  It should not affect the number of packages installed.
