Test4 RC3

Today's rawhide tree is our third candidate for Test4. If you're at all
able, try installing from rawhide today.

If we don't find any major release blockers today, this will likely be
released as Test4. 

Come on down to #fedora-qa if you want to coordinate testing or report
results. Or just email the list.
