Try this instead:

  ocamlfind ocamlc -package any,other,pkgs -I +camlimages -c foo.ml
  ocamlfind ocamlc -package any,other,pkgs -linkpkg -I +camlimages \
    ci_core.cma foo.cmo -o foo
