FWUPATE.EXE never worked for me. What did work was fetching the appropriate .rom file - I took it off of http://ftp.digital.com/pub/DEC/Alpha/firmware/archive/alphapc164sx/ Hope this gets you working - you just put it on the diskette (may even work on a CD-RW, I think).
